Yes, this means you have claims to your first pick. Although, if when you finish your first and would like to write another, it is not guaranteed that you will be able to claim either your second or your third.

You need to pick your prompts! Go pick three prompts you'd like to write and then put them in order of which one you'd like the most. Then you see if you're first choice is available and so forth.
