Why did we evolve after the Dinosaurs why not during or before if evolution happens anytime?

If evolution is not real then why do all things evolve? Languages are constantly evolving and changing.

Could a miss mutation of genes have made the humans?

Changes in the environment do not count as evolution because they are not heritable.
