Where can I manage my friends/watcher/bla?

This page http://ucsamember.ameba.jp/amemberList.do is where you can delete people watching you (click the trash bin, then click the grey square on the left)

This page http://ucsamember.ameba.jp/ownerList.do is people you are watching. Deleting them is the same as deleting people watching you (the trash can). The checkbox under their name is to change the email notification setting. If it's checked off, you'll get emails. The button at the bottom of the list in the center is to "submit" the email notification changes.
