Not of the catastrophe type, Inspector, but it is indeed a matter I wished to discuss privately with you before execution.

It has come to my attention that a good many "dreamers" here, or otherworldy citizens, if you will, possess abilities far above the norm. In light of recent events, such individuals will be useful provided they can be initiated into service.

It is my plan to recruit as many of these as possible, diving them into squads based on ability and talent. Disasters will go much smoother if we have a more cohesive understanding of each other's strengths and weaknesses; indeed, I've spent my entire career doing the exact same thing.

I am aware of a certain degree of these abilities. Your idea is meritable. But I also want one central unit with elements of each 'talent,' or complimentary talents. That way each man will have his cover with another. Separation by ability may be useful, but coordination and organization is better.

Write a memo and a report with this plan to M. Snake and me. Do you have a catalog of abilities for your team?
