What the hell are those things?

Haven't the slightest. Certainly colorful, though.

And...squishy. But what are they for?

It appears to be a training exercise, with water balloons substituting for live fire.

I think it's more people having fun than any kind of real training. Otherwise they'd be trying harder not to get hit.

I believe it is a simulation combat exercise emphasizing stealth and terrain use to avoid taking damage.

I haven't seen any kind of combat based primarily on thrown projectiles.
