The season 4 arc is cruddy, but there are standout individual episodes. "Hush" in particular is probably the single best BtVS script of all 7 seasons. It's written by Whedon and you will recognize the characters as themselves. There's a lot of funny stuff as well. Seek out Espenson scripts, avoid Noxon scripts, and you probably have the good stuff.
Then ride along and watch season 5. It's better overall. Anya is not a great replacement for Cordelia in S4, and Spike's role overlaps with theirs too much (oh look, another blunt character who says on the nose things). Both of them develop in season 5. You can argue with the storyline in season 5 and complain about the plot holes, but there's a lot that's truly moving in it. And the finale is a good rounding-off point for the entire series. Continuing after it is optional. (If you're a Spike fan, you might think the series only gets good in s6. If you imprinted on the characters you met in s1, you might hate it.)
Huh - good to hear that season 5 is better. (I can live with plot holes; Joss's world building is sketchy enough that if I was any more neurotic about consistency than I am I might not be able to take the series, I suppose.)
