Uber-Agent Donald Maass when asked which of his exercises is most important says to take your MS and throw it up. Then gather the pages and add more conflict to each one. Other uber-agent Noah Lukeman says one of the top reasons MS get rejected is because of conflict. I got to watch many pitches at both the Muse and other conferences I've gone to and one of the most common things agents/editors said was the conflict wasn't interesting or big enough. Workshop after workshop push the importance of conflict. What they often miss is once you have a goal, conflict is easy. Another reason MS are rejected is there isn't a clear goal. Then the reader doesn't have something to root for.
