How or where does it fit in that venezuala is pretty much level pegging with saudi arabia as far as US oil imports go?

it's like large volume selling of, oh, books by a publisher - because they sell so much of it, they can, if they choose, mark some of it up less. Thus Barnes & Nobles, a retailer, can sell their books at 30% off cover price because they're already getting them at a deeper discount, and the volume they sell because of the lower sticker price [at least] makes up for that ( ... )

That's about enough oil to get perhaps 15,000 families through a New England winter--less than a half of a percent of the population of Massachusetts. Not foreign aid; that's publicity, or perhaps political campaigning. Perhaps also a genuine attempt to help the most needy, but it's such a small amount. I don't know what the appropriate steps are to help the poor and lower-middle class through the winter in the colder parts of the USA--grants to needy families, I expect, regulations, and perhaps a some well-designed taxes--but this is crumbs, not even a crust or a heel.
