TBH, under eye circles cannot really be diminished. They are usualyl hereditary or is a side-effect of health related issues.
The only things that seem to make it "go away" usually have light reflecting properties so that your eye area seems brighter.
If it bothers you, try going to the doctor to ask about your health. You could be anemic or have a vitamin deficiancy. I've had dark circles all my life and there's nothing I can do about it except eat healthy and wear concealer.
Rosewater stung my skin like crazy. It was in the Body Shop's eye makeup remover. It hurt me so bad I had to return it. It left dry flaky patches near my eyes. I've noticed when I started drinking more water the darkness around my eyes started to lighten up.
I doubt that it's the rosewater in the product that did that. Rose is gentle and great for skin, and rose water is just rose extract with water, sometimes glycerin is added. I can't find a remover on the Body Shop website that has rosewater in it, but there are a lot of nasty ingredients in the two I did find. Unless you are allergic to roses, I would not blame the rose water.

Plus, after I had a facial once, they put something on cottonpads and put it on my eyes and it stung so bad. Once she took the cottonpads off I saw the bottle she used and it said rosewater.
pure rosewater won't sting your face and you probably can't find it in Body Shop. their version probably has tons of others things included in it. you can get pure rosewater at health food stores/co-ops.
shouldn't hurt your skin unless it has synthetic rose in it. Rose water is a great natural toner. Won't do anything for under eye circles though, that's sleep, hydration, iron, and genetics.
Under eye circles can not be completely gotten rid of. They can be slightly diminished. They can be caused by several factors, including genetics, lack of sleep, dehydration, lack of nutrients/vitamins. I've found with me, sleeping enough, drinking enough water, and taking a multi vitamin (including a prescription iron supplement) have helped greatly. I started using Skyn Iceland's eye cream, and I think that it helps a little bit with under eye circles. I used to use Prescriptives Vibrant eye cream. It had mica and light deflectors to deflect away from teh under eye area.

I have very sensitive eyes, so I would be hesitant to use it around my eyes. however, sometimes I put some in a spray bottle and spritz my face and hair, especially in the summer - it's very refreshing. I also like to soak a cotton pad or piece of flannel and use it on my face as a toner.
