1. Presumably I should store them in 'blahblah/presets/textures'?
2. Are they the same thing as, or different than patterns? And if the former, then why the frilly heck are they given different names?
3. Um... I don't know how to use them. Hey! Brushes are obvious! Please tell me where to go and what to do - just the basics - to use a texture in an image. Then I promise to use these downloaded files only for good. I don't promise good art, but I will try to deliberately avoid blinding anyone...

1. No, textures are not a preset of PS, they are used like 'stock images', you can use them as background for icons/banners/walls, or as a layer on different blending modes to give your art some texturing. which means you open them just like normal pics in Photoshop or whatever program you're using :) and copy them into your image or copy your image on top of the texture.

So why is there a /presets/textures folder? What's in it?
What makes patterns different than textures? When would you choose one over another?

like for example when the filter uses the Canvas texture (e.g. for Rough Pastels)
the patterns for PS have their own format so that you can use them in the layer styles etc. it's only a technical difference, as PS needs this format to work with the patterns. but you can save any pic/texture you have as a pattern. (Edit - Define Pattern...)
what to choose depends on what you wanna do...
to fill your image with a repetition of a a small pattern you define the thing as a PS pattern and use Edit - Fill - Use:Pattern
to use it as a texturing for filters, you save it as a psd-file and load it when using the filter via Load textures...
the textures I've posted though don't have anything to do with the Photoshop textures/patterns formats. they are just stock images :)
