Abilities
Character's Canon Abilities: Keigo has higher reiatsu than an average human. Unfortunately, unlike some other characters in the series, the increased spiritual pressure hasn't resulted in any actual powers for him. It just means he can see the local shinigami who patrols Karakura (although he thought he was an actor in costume) and was able to witness the fight between Ikkaku Madarame and the Arrancar Edorad Leones.
Conditional: If your character has no superhuman canon abilities, what dormant ability will you give them? If Keigo is allowed to develop an additional power, given that his canon abilities are fairly weak and specific to his canon, I would like to have him develop a sort of reverse/forced empathy. Keigo is a highly emotional character, and he would be able to make those around him feel his emotions. A cute girl gives him her phone number, and everyone else in the coffee shop gets an extra spring in their step. He thinks his friends have forgotten him and the people in adjoining apartments have a sudden case of emo. However, his ability to influence emotions would depend heavily on how strong of a will the other person has and whether they have any protective defenses against that sort of thing.

History/Personality/Plans/etc.
Character History: The Bleach Wiki article summarizes Keigo's history as a minor character pretty thoroughly.
Point in Canon: Keigo will get pulled into Siren's Port after snooping around the Urahara Shouten and watching Ichigo, Chad and Ishida leave for Hueco Mundo
Character Personality: Keigo is loud, overly emotional, and has a persecution complex. If someone doesn't say hi to him in the hallway, it isn't possible that the person was just distracted. No, they are purposely snubbing him, hate him and never want to see him again. Naturally, the only course of action is to complain loudly about it.
However, for all that he takes things to heart too much, and his complaining is over-exaggerated, there is a bit of truth to his complaints. Keigo is the kind of guy that it's fun to mess with. His best friend, Mizuiro Kojima, delights in taunting him by calling him Asano-san. He is bullied by his sister. He gets punched and kicked by Ichigo almost instinctively. Despite having a healthy interest in women, especially women of Rangiku Matsumoto's measurements, he has little luck with the ladies. [See Exhibit A: Denied! (with a side of Asano-san)]
Keigo's a bit of a slacker. He looks down on those who actually bother to do well in school and sees his friends as traitors when they get good scores. [See Exhibit B: Nerd Rant (This clip is from the dub, if you're opposed to that sort of thing.)] He would much rather hang out and play video games than study for a test.
He's generally a nice guy, if annoying, and he's always up for fun. If Keigo is actually being serious, you know that shit just got real. In a series filled with characters who will never back down, never turn away from a fight and vow to protect others at any cost, Keigo is quite happy to be the guy who runs away.
Character Plans: Keigo will be horrified at landing in Siren's Port and will avoid being outside after dark at all costs. He will also try to avoid going to school, although he's not terribly stealthy, so I imagine the truant officers will find him. In addition, he will yell at people a lot on the network and accuse them of hating him/having more fun than him/getting more girls than him/being out to kill him/etc. In a related development, Keigo will annoy a lot of people on the network.
Note: I know I've seen mods ask other applicants who have apped someone from the same canon how they will keep from playing with themselves interacting with themselves. I can assure you that Keigo will want nothing to do with Kenpachi, and Keigo is much too weak for Kenpachi to take an interest in.

Arisawa-san! What did you do to me?! I knew I shouldn't have gone along with it! But NOOOOO, you said that we had to find out what Ichigo was doing. This is the last time I follow you to a creepy, rundown candy shop! If Ichigo wants to disappear, that's his own problem!
And Mizuiro, I know you're out there laughing at me! What kind of friend are you?!
Somebody come and get me out of here!
Third Person Sample
"Welcome to Siren Burger, where our burgers are so good you'd face the Darkness for them. How may I help you?" Keigo mechanically recited the required greeting while he felt a line of sweat drip down his back. This sucked.
But he had to do it. He didn't want to get kicked out on the street at the end of the month, so he needed money. And if he was working, no one seemed to question why he wasn't in class. Which wasn't fair at all. If you were going to be pulled into a crazy place straight out of a video game, the least they could do was not make you go to school!
"Welcome to Siren Burger, where our-" Keigo's really focused on the customer in front of him for the first time all shift. She was hot!
"Why hello~." He gave her his biggest smile.
She ignored him and stared at the menu.
Maybe she just hadn't heard him. He leaned forward on the counter to get closer and to get a better view of that tight shirt. "Hi, I'm Keigo. What's your name?"
Keigo was rudely ripped away by a hand pulling on the collar of his uniform polo. His manager's voice rang out, "What have I told you about flirting with the customers!"
"What do you expect me to do when they look like that?!"
"That's it! Asano, grab a mop. You're cleaning the bathrooms!"
As he walked away with the mop held in front of him, he gave a last look back at the cute girl. Maybe he could catch her eye and get her number. He did catch her eye, all right. Just long enough for her to give him a look usually reserved for the half worm you find in your apple. This sucked.
