I wonder how much of it is simply down to arse-covering dictated by Big Pharma lawyers... there's a real trend towards blame culture here now (good old legal profession reforms, eh), so we see a lot more of this flummery than we used to. I get the feeling the cover letters are ripped straight from the US (only the brand names have been changed :)
My Dad (editor with long history in consumer protection faffery) despairs of it - the guff for the various meds he's on cover practically everything including death :p, tell you nothing, and seem expressly designed to avoid liability in cases where they *do* have adverse effects. Well, hey, you took it anyway, right?
Particularly relevant in his case since one of the things he's on is probably responsible for him nearly asphyxiating a few months back :(

That sounds kind of like a way of saying, "this medicine might do nothing for you at all, or even make you worse." Bleah.
