Yes, I'm pretty sure at this point that they don't really believe much of it. Certainly they have earned money from beating lawsuits brought against them.

If you can raise $90 million that you could easily and legally distribute into various bank accounts as salary and expenses and then not have to pay back once you eventually declare your corporate entity bankrupt there is at least one thing you are competent at.

They would not be the first organisation to raise a lot of money for an innovation and then fail to deliver the innovation. Not the first to do so deliberately and certainly not the first to do so in good faith.

A thing to check might be who owns the working capital.

If it is at heart a fraud then you might see something like money from "investors" comes in, money goes out to "owners", money comes back in to fund working capital in the form of a preferential loan, thus allowing "owners" to float the organisation whilst pocketing all the money when it goes pear-shaped.
