The speeding up your engineering org is an excellent read. The university I work at is having some severe latency problems with a project I've worked on and this was very insightful as to why and how to deal with it. Not that it is going to personally do me any good as the actual decisions are a couple of pay grades above mine, but who knows, I might be able to impart some of its wisdom to somebody up the food chain. :)
