Or rather they're going to use it to criminalise anybody they want to criminalise. Because I'd wager most people probably have ~something~ involving a written account of underaged sexual activity in their homes somewhere, be it a book, comic, movie, or something.
I have a copy of Ash: A Secret History in my house, there's a passage in there where Ash is remembering her childhood in a mercenary camp in the late middle ages, where children regularly prostituted themselves. I imagine possession of this would be enough for them to prosecute me under that proposed legislation.
Hell, I have a copy of Alan Moore's Lost Girl. (Which actually I thought would cause a much bigger storm in the tabloid press when it was released, but it seemed to drift under their radar.)

Of course with most such issues there is no prospect of a trial to see if it works.
