As it turned out, the most difficult part of the undertaking was getting his hands the product. It wasn't something you could usually get hold of on this short of notice, especially this time of the year. And while Harvey had his connections, they were mostly through Eddie -- and Eddie couldn't be involved in this one. He'd asked for a surprise, after all.
Still, where there was a will, there was a way, and by the time things needed to be done, everything was in place. The trucks, the drivers, the product.
December 24th, five minutes before midnight, the trucks set out. Making stops all over the city.
December 25th, every city employee with kids, from the lowest, dirtiest beat cop to the new DA, had at least one teddy bear on their doorstep, or in their mailbox.
Some of them were green. Some of them had overalls and farmers hats. Some of them had clown makeup. Some of them were dressed in neat little suits and ties. All of them, all of them, even the two left for Commissioner Gordon's kids, were completely safe.
