When I was in abroad, we talked a lot about gypsies, even though there aren't a whole lot in Germany, or at least Berlin. When we talked about them, the European view was (generally) similar to what you've said here, though perhaps not so severe. When we went to Slovakia, though, for example, we heard a lot of people shitting on gypsies, and some of the other American students found it hilarious, probably because our Slovakian guide had a really thick (and silly) accent when speaking German or English. The rest of us, though, were just horrified. We didn't see this on a daily basis, but, unfortunately, it doesn't really surprise me that you saw it frequently. I don't like it, but I believe it.

tl;dr - yep, think about shit before you write about it as a plot device.
