Because she likes it, and it brings out her fins. Finding waterproof lipstick of that particular color took some time, but it was worth it.

Leviathan does, at least. She also likes massages and taking baths, so I suspect she cares a lot about her appearance in general. Then again, a Water-type liking baths shouldn't be surprising.

I'm not really the type to pamper my Pokemon too much, but... I wonder if she'd be more responsive to training if I did that.

Leviathan does not like to train, but she generally agrees to do so as long as I spend some time on her after. She also appreciated receiving a TM that suited her sensibilities.

They do. I've not had the time to look for many, but I know they can learn Ice Beam.

I hope you will manage to find a training regimen that will suit you both.
