The only way to minimize violence is when every decent person has a right to be armed. Criminals and crazy people always will be armed, so the government can disarm only innocent, law abyding citizens rendering them helpless before the perpetrators.
When seconds counts police may be minutes, sometimes hours away. Police's job is to count dead bodies and to conduct an investigation. Only armed citizens can protect themselves, their families and businesses. If a government is friendly to the people then it does not object to armed citizens. A hostile government, an enemy of the people, tries to disarm the people to do with disarmed population whatever it wants- robbing, killing, driving to poverty and so on.
