USA Medical reform: choosing less evil

1. Reform the law and allow producers and consumers to limit the liability in the contract.
F.e. if you think your excessive tooth pain worth a 1$ million:
just find provider with high price and high liability.

Otherwise you can use provider with moderate price and liability.

2. Remove all tax bonuses on the employer driven insurance.
You should allow us to choose how to spend the money.
You shouldn't punish for choosing not employer driven insurance at all.

3. Let government to control two things:
1. to set different levels of medical standards
2. to test/certificate business for the standards

All restrictions like "they don't meet our standards, lets forbid them to work" must be eliminated.
Customer will have an INFORMED choice, based on certificates that providers have.

4. Remove all the prices regulations in this area.
Charging for Pre-conditions or whatever - all those questions goes directly to producer/consumer.

5. Eliminate all restrictions for the insurance company. They should be able to do business in each state by obeying usual law.

6. Since socialism is so popular and Americans don't trust its ability to have enough charity funds to support people in need:
Government is allowed to make a fund, with government contributions limited to some GDP and some budged percentage.

Those money to be send to personal medical accounts. Spending allowed only for qualified medical services.

* Accounts are credited monthly only if you are in "real need".
* Accounts are personal and you can save money year-to-year.
* Monthly payments from the government depends on your income, your medical-related debt and your assets.
* Might be some restriction for the business about ability to bankrupt the people helped by the government.

* No government funded help beside that is allowed.

I think this system will be
1) cost effective, unlike Defensive medicine
2) Relatively fair.
* Now it punish by taxing self-insured and uninsured.
* Now many regulations increases the cost dramatically, and pushing to unreasonable spendings.
3) Easily managed, decision for government:
* "what to cover for government money"
* "who is in real need"
* "how to spend/redistribute designated amount".
4) Business friendly.
