There's some sort of world fair or exposition to be held in 1940, and the mayor (of NYC, I think) is open to going to Latin America to drum up attendance.

The Japanese deny any possibility of a non-agression treaty, any German involvement in Soviet-Japanese negotiations, and any change in Japanese attitudes toward Manchuria; mostly, the Japanese seek a speedy resolution to the "Chinese situation," and have acted accordingly to decrease their distractions to the north.

Heavy counter-attacks have been repulsed by the French; the Germans are bringing more and more troops to the western front, and fighting is correspondingly growing fiercer.

Poland is now subject to invasion by the Russians, who are acting "to protect its own interests and to protect the White Russian and Ukrainian minorities." Russia maintains it is still neutral in the larger question of the European war. Kutno, Bialystok and Przemysl have all fallen to the Germans, but Warsaw still resists; the Germans have given notice that the Poles have 12 hours to quit the city before the Germans start bombarding the entire city. Previous bombardments and air raids throughout the countryside have left homes and buildings in ruins, Poles devastated, and chaos everywhere; the despair being felt by the Polish people is, in the opinion of military experts, undermining the attempts at continued resistance. The Battle of the Saar on the western front has finally gotten a name; it is reported by the French that the Germans have destroyed and abandoned several villages and retreated. Two more British ships have been destroyed, prompting the British Admiralty to set up convoys for merchant ships. Argentina, Brazil, and Uruguay are negotiating to pool their navies to patrol the entire South American coastline in the hopes of deterring belligerent ships that might otherwise violate their neutrality. The immediate aftermath of the Russian-Japanese truce is still unclear, but the Japanese have started a major offensive in central China. Two senators are reported to have rallied to the isolationist call of Senator Borah.

(This is 1939 phraseology, not of my design.) In contrast, in the same article, it is mentioned that the French have jailed and fined a man and woman critical of France's role in the war.
