I think it's because of the smell... Imagine what it would smell like if hundreds of people all used hairspray inside one changing room. It's nothing like what you'd imagine a "changing room" at western conventions. No stalls or partitions or anything, but basically just a few giant halls, about the size of a large gymnasium, where people neatly line up sitting on their knees on the floor, each taking up less than a square meter of space as they change, closely packed together. Hairspray would be an absolute nightmare for people with asthma and such in there, or even just in general >< So they generally don't allow anything that smells or could make a mess - also not in the bathrooms or outside amongst the crowds

Edit: I was curious and did some research. I couldn't find any data for this year yet, but apparently last year the event saw 750000 visitors, out of which 14000 were participating cosplayers. (I guess they also counted the people who came to town just to SEE the cosplayers... I didn't even consider those ^^; ) I imagine it's a larger number this year, due to it being a relatively new event - they started in 2014 - that's rapidly growing in popularity.
Thanks! ^o^ He's so much fun to cosplay! His personality is really similar to mine, so I always feel really natural when I cosplay him (including some of the awkwardness... But I don't feel awkard about feeling awkward as Natsume at all, if that makes any sense? xD )

Why won't they let you use hair spray?
How many people do you think turned out? Do they mostly cosplay or do they go with other sorts of scary costumes?
