First I sharpend the image once.

Then I took this texture and set the level to Pin Light 100%




Next fill a layer with 0A0F40 and set it to Exclusion 100%



Now I duplicated the base and pasted it on top at Screen 100%


Paste this texure/thing ontop and set it to Screen 100%



Then this to Screen 100%



After adding this text brush


I endded up with this:
