Yes, they've been sent. If you haven't got an email yet, don't worry...they tend to get spread out a bit to save the server (though you might check your spam filter).
Also, if you've written a letter and it's locked, you might want to unlock it (or if you've got a placeholder, you might want to replace that with an actual letter).
