People have this half-good idea that, if you build a wall, it will keep the water off the floodplain. Except for the water that falls from the sky, spills over or pushes through the wall.

Reminds me of the Toni Morrison quote: "Floods are the river's way of remembering where it used to go."

Exactly. You can change a river's course ... temporarily ... but you can't really change the river.
