This isn't necessarily based on birth year but rather this in hetalia. Besides, Poland's a perfect Rooster you know.
From The Little Giant Encyclopedia of the Zodiac:

Roosters are flamboyant people. Appearance is very important to them, and roosters are constantly improving themselves as they are never satisfied with how they look. Roosters are also friendly, pleasant, and obliging people. At times of crisis, they prove themselves to be resourceful and talented. Roosters have the wisdom to take life as it comes and keep their attitudes relaxed. They are genuinely independent and rely on none but themselves for moral support and for solutions to their problems.

Positive Roosters: honest, obliging, courageous, flamboyant, resilient, enthusiastic, relaxed, cultivated, loyal, sincere, capable, generous, charitable, entertaining
Negative Roosters: vain, thoughtless, self-preoccupied, arrogant, vulnerable, critical, superior, argumentative, harsh, boastful, dissipated, ostentatious, pretentious, embellishes the truth

Secret Rooster
For all their bluff and bravado, in reality roosters are very sensitive and vulnerable people. They are susceptible to both flattery and criticism, and so are easily influenced by either. They hide this weakness behind their arrogant facades. Another little-known fact about roosters is that they like to read. They are actually very knowledgeable people but do not display this aspect of themselves. A rooster would rather be judged on appearance than intelligence.

Balance
Chinese tradition holds that the lives of roosters will be filled with ups and downs. They will experience both the joys and sorrows that life has to offer; for example, sometimes poor and sometimes rich. Roosters should aim to achieve emotional stability. They must balance their larger-than-life images with their vulnerable inner selves. Only then will their lives become calm and productive.

The Male Rooster
is charming, is atttracted to difficult situations, has a tendency to be a braggart, is brutally frank, has a good memory, is jealous of rivals, appears indifferent, is a real spendthrift, may be a dandy, tells great stories, is entertaining and witty, likes the company of women

Rooster Preferences
likes seductions, receiving admiring looks, serious conversations, ostentatious displays of wealth, putting on a show, tidiness, occasional periods of solitude, flattery, to dream, to give advice, spending money, to make an entrance
dislikes losing their composure, to be asked direct and personal questions, poorly dressed people, to display their knowledge, interference in their affairs, keeping their opinions to themselves, to confide in anyone, practical jokes played on them

Compatibility
Highly compatible (Ox, Snake) Switzerland, Cuba, Finland, Ukraine, Lithuania, Latvia, Estonia
Amicable (Horse, Pig) Portugal, Mexico, South Africa, Israel, Italy, Philippines
No conflict but needs effort (Rat, Dragon, Monkey) Germany, Austria, Sweden, China, UK, Denmark, Japan, America, France, Norway, Hungary
Lack of sympathy (Tiger, Goat, Dog) Russia, Spain, Turkey, North Korea, Greece, Canada, Ireland, Australia
Antagonistic (Rabbit, Rooster) Belgium, South Korea, Poland

Rat with Rooster (Germany, Austria, Sweden)
These two have very little in common. No serious relationship is likely to develop unless there are other strong influences. Competitive rat finds rooster's attention-grabbing behavior annoying.

Ox with Rooster (Switzerland, Cuba, Finland, Ukraine)
These two are highly compatible. Sociable rooster complements ox's steady nature, and ox will allow rooster to show off. They both care for money and financial security.

Tiger with Rooster (Russia, Spain, Turkey, North Korea)
Initially promising, tiger and rooster are unable to have more than a brief friendship. They have much in common, but will quickly fall to misunderstanding and criticizing each other. Not given to reflection, tiger will most likely fail to see the thoughtful nature behind rooster's swaggering facade.

Rabbit with Rooster (No countries in Hetalia yet.)
On no account should these two attempt a serious relationship. Rooster's tendency to voice criticism will send rabbit running, and rooster will find rabbit unsympathetic.

Dragon with Rooster (China, UK, Denmark, Japan)
The Chinese believe that dragon inspires rooster. Both can be found in the limelight: roosters for reassurance, dragons as it is their natural habitat. This bolsters their egos, but they may misunderstand the others' motives.

Snake with Rooster (Lithuania, Latvia, Estonia)
This is the most ideal couple of Chinese astrology. They balance each other like mind and matter. Snake and rooster both flatter and understand one another.

Horse with Rooster (Italy)
These two can get on quite well together. Horse will initiate things, and rooster can complete them. They are, however, both sensitive to the opinions of others while being tactless themselves. This could create problems and bruise egos.

Goat with Rooster (Greece)
These two have very little in common and cannot understand each other. Although roosters will be able to support goats financially, goats will not be able to give roosters the moral support they need in return.

Monkey with Rooster (America, France, Norway, Hungary)
Clever monkey and frank rooster can work well together. Yet they will judge each other on appearance alone, and both will find the others superficial. If they can learn not to criticize, these two can make a handsome and sociable couple.

Dog with Rooster (Canada, Australia)
Idealistic dog and carefree rooster approach life from different angles. Dog will think rooster self-absorbed and unkind. Rooster hates to be judged by others and will be critical of dog's high moral stance.

Pig with Rooster (No countries in Hetalia yet?)
Pig and rooster can be very good friends and true, if not exciting, lovers. Pig can recognize rooster's well-hidden sensitivity and kindness, but rooster will be disarmed by understanding pig.

To incorporate a big of Western astrology into this, Poland is associated with the Aries sign (Baptism was even April 14.
From The Little Giant Encyclopedia of the Zodiac:

Aries Rooster April 14, 966
Aries and rooster are similar in many respects, so these roosters have the qualities and defects of typical roosters, but multiplied many times. Above all else, Aries roosters are courageous people who put all their talents into getting what they want out of life.
