Until almost 500 years ago, there were no telepaths, at all. Then, during the War, the tunnel drive was invented. The exact events surrounding that are mostly legendary, since the research was conducted in secrecy and no good records survive. The only reliable data is the sensor log from a Martian naval picket that shows the test vessel decelerating, and then disappearing.
Months later, it reappeared as suddenly out beyond Neptune, unresponsive to radio and tumbling with no attitude control. It took the nearest other ship almost two weeks at maximum thrust to intercept it, and they found the crew nearly dead of dehydration, floating in the darkness with their ears stopped up and blindfolds over their eyes. All eight started screaming in pain when the boarding party removed the earplugs and blindfolds from just one of them.
They were the first telepaths.
