In her original canon, the Other Mother is a psychic predator. She preys on small children, spying on them, reading their wishes and then crafting a world that makes them happy. So happy, they choose to stay with her. Then she eats their eyeballs, somehow consuming their soul or lifeforce in the process, and discards their broken ghosts behind a mirror.
No, really.
What this means for the characters in the City is that the Other Mother has A) the ability to create tactile illusions (up to the size of an apartment building) and B) a tendency to know what other people want. Exactly how that works or how far that goes is entirely up to your discretion. This is all very, very optional; the Beldam's just as creepy when she doesn't know what you want as when she does.
