I have some information that might help you new commers that would like to create characters. Below are listed the countries of the Naruto world, and yes even the fillers count because hell... it helps.
Why am I telling you this? Because in this RPG the Naruto world has a ...what would you call it? Ninja exchange program!
HA! Fun isn't it? What does that mean for you? It means your character does NOT have to be from Konoha, does not have to be a character related to a Naruto character that's a main focus of the anime, and it opens up a lot more background history and orginal jutsu's for you.
