Update:
If we can't find a straight out home for him in the next few days, we're going to take him to PAWS, a no kill facility here, that my boyfriend's aunt has foster parenting privileges at. So she can keep him until they find a good place for him. They do temperament testing, and checkups and are super popular in Chicago- plus he's a ridiculously cute and sweet dog, so he'll probably get adopted quickly. I've just spent the last hour cutting off his matted hair and brushing him for fleas (none so far, but we're not done). If we could more than barely afford the animals we have right now, I'd jump on the chance to just keep him. Clearly he was someone's dog, he had a collar indentation in his fur, he likes people, but was definitely neglected (super skinny, we can feel all his bones, and he's gone thru 3 bowls of food and water each the past twelve hours without excreting any of it) and possibly hit (scared of hands). So this situation seems to be working itself out thus far...
