The problem I see with your theory is that if they do want to avoid death, they won't be able to. That's if they're offer out is real. I distinctly remember that the City's nature is that it doesn't show the exit to those actively seeking it.

We have to prepare for aggression, for the worst case scenario.

It also doesn't usually just let people walk into it prepared to kill people. Obviously they have the power to bypass the barriers around the city.
