File sharers to be banned from the internet?!?

i don't really know how this can be implemented, but i can't help but ask what would become of the international fans now? i know that the majority of the raw files that we get are from Japanese fangirls who upload it for us, so what will happen if they get detected and banned?
people who commented on the article said it cannot possibly be properly implemented, and somehow i hope that's true O_O
