IA DOCUMENT
Supervising Officer: Aaron Blaine, INT. AFF DIVS.
On June 12th, WETA Tipline recieved information regarding Officer Nataro as being involved in low level enforcement dealings East Gotham City. Investigation by IA with cooperation from Union Representatives revealed Officer Nataro was seen shaking down Store Owner Jim Clark. Frank was arrested on-scene and continues to insist on his innocence. Officer Nataro has repeatedly stated that he was questioning Clark for information. Statement is disproven by security camera footage showing Nataro with badge and gun clearly acting as aggressor.
I was following a tip given by one of my informants in the Snakeback gang, a low level group that funnels into the Chechnan's organization. Believing that we could bring down a colleague of Maroni's as opposed to small-time thugs I was lead to Clark's store. The store owner pulled a knife and I drew my sidearm without the intent to fire just as Officer's Lebowski and Andrews entered the area.
Officer Nataro was acting within accepted department standards-

Dent-
Don't prosecute if you can't get this man cold. We're in enough trouble with the PU already. I don't want anymore attorneys knocking on my door.
-Garcetti.
The Evidence points to Nataro being there and being culpable. His service revolver has been matched to two other homocides. This man is guilty. CSU matched ballistics at the murders of Casey Singleton and Louis Fontaine. why the hell isn't anybody paying attention? He works for Maroni-this Chechnan crap's just that-CRAP.
Indict under two counts murder-for-hire (first degree) if he turns on Maroni cut jail-time? It's clear he was there to get Clark-possibly for Maroni?
That, plus Good Afternoon Gotham at Three.
