The opening of the Ghost in the Shell:SAC 2nd gig is called Rise.

Yes Origa is the vocalist and I think she has several albums out:

audio_sex has had a few albums of Yoko's work, as well as Origa and Illaria Graziano posted in the past. You might be able to find them in the memories.

The theme from 2nd gig is on two of the GTIS albums. The TV edited version (Exactly what you hear on the show) is on the 1st stand alone complex album. The full non-edited version is on the GITS V2 soundtrack. (That one also has the ending theme to the 2nd gig series as well)
