He and Flash find West in South America, hiding out in a busy town during a marathon. He asks Flash to give him a moment to talk to him privately, and Flash agrees only when he has made it perfectly clear that if he doesn't see his nephew again, Batman doesn't see his son.
He corners the boy quickly, his fear and surprise aiding the Dark Knight. He speaks clearly before West can get it into his mind to run again. "Robin is not a piece of property that is to be claimed. He is his own person, and just as it is his decision to date you, it is his right to have you respect that your actions were embarrassing him both in front of his family and teammates. If you promise not to create another bruise on his body, then I will permit Robin to tell you his secret identity."
Again, West's eyes are the size of saucer plates. "I - what - really?"
Batman nodded. "The two of you may even have my...blessings, under the condition that you never hurt or betray Robin, or touch any part of his anatomy below his waist and above his knees until he is eighteen, at the very least. Do I make myself clear?"
West nodded. "Crystal."
"Good. Now, come outside, your uncle wishes to have words with you."
