Wish upon a star
[He's mostly been outside, away from people in his search for other stars, but Star!Fubuki has returned inside now. He's also gained a nametag at some point in his absence, proclaiming himself at Starlite. But now he's just sitting in the lobby, glowing faintly with his eyes shut. If anybody actually says hello to him, he's likely to be happy enough to attempt to grant them a wish; being a star and all, and have the ability.
Although he's, err, unlikely to mention that he's not all that good at it. He can grant wishes, sure, but they don't always go exactly as planned... so come say hi and he'll grant your wish, but if you end up with say... tits instead of a kitten, he's taking no responsibility.]
