I went to the DMV last week. I want to know what ijit decided that the birth date and not the end of the month is the expiration date of a TX driver’s license

But in Rhode Island, my half-blind father with Macular Degeneration, doesn't get eye tested and is allowed to maintain a license. . .go figure.
