Maybe he's just been trained in that stuff. You know, like some soldiers drank small quantities of poison so that if they'd get poisoned by the enemy, they'd be able to survive it? (no Lash, Zapdos would not know that). Maybe he got shocked daily so if someone tasered him during a war he'd survive.
