Yes, because it's a descriptor that fits; we are imprisoned here. [He sounds so very, very bitter.] And the other half of the population here trying to redeem us are called 'Wardens'.
Inmates are placed--many times incorrectly [Read: Obviously this means him]--by the Admiral. They are forced to be here. Any weapons you had, provided that you are an Inmate, will have been taken away, and certain areas are restricted from your access. [Which drives him crazy, of course.]
Wardens don't enjoy all these nice little perks that Inmates are forced to endure; Wardens are free to leave, but choose to stay here to fulfill some deal they made with the Admiral. They think it is their job to change us, to tell us our actions require atonement.

You'll get no argument from me that this entire place is ridiculous, that this whole system is broken. But no one controls me, and no one is ever going to.
