Character Name: Oliver Queen || The Green Arrow

Appearance: Oliver stands 6’3” tall and has an athletic build. Most of his power comes from his upper body, with well defined arms and shoulders. He has sandy blond hair and tan complexion. He’s got green eyes and his smile is quite charming. He’s seen often without a shirt on. When he is dressed, he has a relaxed almost surfer look with loose jeans and button down shirts. He’s also been known to look fantastic in a suit or tuxedo. His Green Arrow gear is green leather that’s reinforced for heavy-duty confrontation. He does not wear tights.
Abilities / Powers:
Archery: Oliver is a skilled archer. He’s able to fashion his own weapons and has manufactures custom made arrows and bolts for his duties as the Green Arrow. He’s able to hit targets with extreme accuracy from miles away.
Physical Fitness: Though he doesn’t have any super-enhancements naturally, he still trains himself regularly to continue his physique. He’s good at hand-to-hand combat and studies a variety of martial arts. He is also well-trained in and practices Yoga. (it strengthens his core) He is a very physical person, using grappling wires and rappelling hooks to travel from building to building. He’s also has a pretty good sense of balance.
Martial Arts: He’s been labeled as a Master of Martial arts, but mostly he’s just good at hand to hand and disabling his attackers. He’s been known to get taken down by an angry mob with rocks... so, take that as you will.
Acrobatics/Parkour: He’s been seen in canon to have a lot of totally unneeded flips and trickwork to evade his attackers and scale buildings.

Guns: Even though Oliver’s preferred weapon is the bow and arrow (crossbow/bolt) he is also skilled in how to use a gun. He’s familiar with personal firearms and how to attach and use a silencer.
He’s a skilled gambler, when he’s not drinking, but he can also hold a pretty decent amount of alcohol. He’s also really good at business deals and negotiating tactics.
His area of study was the fine arts, so he does have a reasonable set of random facts about art.

Personality:
Oliver Queen is a charming, billionaire that leads a double life. On one hand he is Oliver Queen, a handsome man that can win someone over with an impish smile. His sense of humor is hardly crass, with the exception of a few loose innuendo comments, and more times than not it's self-deprecating. He'd sooner poke fun at his own situation, than take advantage over someone else's. This is most likely as a result of him growing up without a strong parental guidance. In boarding school he was often a bully and his actions at that time in his life caused a lot of harm to other people. Now that he's older, he often prefers to use humor to diffuse the situation, instead of negative comments.
He is confident and gains the attention of the room very easily. Whether it's with a grand announcement or just a huge benefit gala, he's always easy to find as Oliver Queen. He's able to make quick decisions that can greatly alter the business world that he succeeds in, but knows that these choices come with high risks. In order to curb these risks, he has been known to try new projects and technology on himself. Most of the time, Queen Industries and to a lesser extend LuthorCorp are both businesses that allow him to outsource the technology he needs to create in order to take care of the things he does as his alter-ego The Green Arrow.
He's a romantic guy that can easily sweep a girl off of her feet with a show of gentlemanly courtesy or just a well-prepared dinner. He's a good judge of a person too, being able to size them up literally and figuratively with great ease. This was most easily displayed when he was able to select a dress for Lois Lane to accompany him to a ball, assuming that she'd come to see him to apologize for her earlier mistake. He's the type of romantic that will prepare a dinner, just in the hopes that the girl he didn't call would stop by to yell at him for not calling.
When he is in relationships he tries to give it his full attention, however most times that is a losing battle. His priorities generally lie with his second life and often excuses and lack of free time are the downfall to his relationships. However, in spite of his relationships ending, he still manages to stay good friends with most of them, even offering advice on their future relationships.
He's a natural leader, both in the business world and within the crime-fighting world of vigilantes. He forms his own team of heroes, seeing talent in others and recruiting them away from their negative lifestyles of crime. He saved Bart Allen from petty theft and gave him a second chance not only by asking him to join his team, but by paying for his college tuition, unbeknownst to Bart. He finds Mia, offers her training to become a better fighter and takes her off the street and away from a pimp. He organizes Watchtower, with Chloe, to be a command center of sorts for all of the team that he's assembled. They look to him as a leader, but also as a friend that they can trust.
As the Green Arrow almost all of his characteristics get amped up a bit. He's cocky more than confident. Making quick, sharp jabs at the people he's fighting/facing-off against. He'll try to banter with them in order to make them second-guess their own plans. He's quick on his feet, but he knows that it isn't enough which is why he favors archery over close-combat. Most times, he wishes he could do more and resents that Clark has all of these powers and abilities and has a more reactive relationship with helping, instead of a proactive one. Oliver tries to head off the trouble at the source. He'll go after LuthorCorp labs, track down financial backers of terrorist groups, find stolen items from that are being sold on the black market among other underhanded things that are often easier to do behind the scenes and online.
Along those lines, Oliver is also more than willing to go to the extreme level of punishment. He has killed Lex Luthor, by placing a bomb in the semi-trailer that was holding Lex's recovering body. Because he's willing to do that, he's often seen as reckless in the eyes of other heroes. Clark even goes to the extent of labeling him as "Not one of us" when addressing a current problem that requires the sort of difficult choice of killing someone to solve the problem or trying to remedy it with imprisonment. This also comes into play when dealing with Clark himself. Oliver is willing to look at his friend and not only see his friend and the hero that he is, but to know that if Clark were to turn and be used in a negative way, just how destructive that could be. Because of this, he's always prepared to be the one to put a stop to his friend, assuming that it would be better to be stopped by a friend than taken down by an enemy.
Because he walks this thin line between being a hero and one that takes those huge risks, he's often faced with far more guilt than he's used to dealing with. Because of this, he's often found turning to other addictions in order to suppress his inability to deal with those feelings in a healthy way. He turns to fighting, drinking, gambling and women whenever he's faced with something that he can't control. It's his own way of taking charge of his own life. If he's going to ruin his life, he figures he might as well do it in a way he's good at.
When he's on one of these streaks of a downward spiral, he seems to make even more bad choices. He gets blinded by seeing the mistakes of others and the risks that they won't take - and assumes that he's the only one willing to do what it takes. Which might be true, but it never ends the way Ollie intends, which only sets him back even further.
His recovery skills are pretty good though. Once he's able to focus and put things into perspective, he usually bounces back with even more of a positive streak. He takes the darkness and learns from it, using it to make him more aware of the things that sent him down that path in the first place.
Another thing that is a common theme with Oliver, since he's often putting more than just himself in danger, he's learning what the cost of his second life is rising to. This is something that Clark and Oliver fight over a few times, since Oliver tends to treat people as equals and allies instead of as people that he needs to protect. When he first involves Chloe in his business, Clark accuses him of putting her at risk, but Oliver defends Chloe, and sees in her the potential she has to be a great asset to what he does.
While he is secretive about his role as The Green Arrow, more than a few people have discovered the truth about him. Most of them were by accident, but the people that know his secret are very concerned with helping him keep it. He's concerned for those people and the risk he puts them at by asking them to keep his secret. In realizing just how much he's asking of them, he decides in the most recent episode to finally reveal to the press that he is the Green Arrow.
All in all, Oliver is a good friend to have. He's kind and courteous, but knows when to tell you that you're being a jerk. He's willing to take risks in order to keep you safe and even though he knows that it's wrong, he doesn't believe there is a line that is too far to cross when it comes to that safety. He values his team members and knows that he wouldn't be half as successful as he is without them. He values family, knowing what he missed out on by having his own parents killed when he was young, and wants to ensure that everyone he knows has that chance to be happy. He thinks that it's better to put on a smile and pretend everything is okay, than to let someone in and explain just how dark one's thoughts can be. And in line with that, he knows that sometimes it's a good idea to let it out, instead of letting it build up. He's grown from the thief that was trying to stop terrorism by stealing black market items, to one that can lead a team of heroes and expect nothing but the best from all of them. He's still that smug, cocky, arrogant guy that walks around with his shirt off more times than he really needs to, being that 'guy' that makes the girls do double-takes, but when he has a girl he really cares about - he'll do anything for them.
He might be a hooded vigilante by night, but he's a great friend to have any time of day.

The coffee shop hadn't been any more crowded than usual, but Oliver was still waiting for his order. Eyes trained on the shop across the way, he wasn't too focused on the sequence of names called out over the hum of the crowd. Even if they called his order, no one was going to take his. Steal a coffee order from the Green Arrow - that was... well, okay, admittedly it would be amusing, but unlikely.
“Oliver?”
He wasn't too distracted, but he thought there was something going on across the street. The jewelry store hadn't seen anyone leave since he had gotten there and, for two in the afternoon, having the closed sign visible seemed more than just out of place.
“Tall Toffee Latte for Oliver?”
As he ignored his own order being called, he stepped toward the doorway of the coffee shop. He held the door open for another customer as he tried to get a better look through a display window of the jewelry shop. The light tap to his elbow brought a charming smile to his features as he turned to look at the barista.
“I think this is yours.”
“Right,” he smiled, taking the coffee order. “Yep, that's mine. Thanks.”
The girl rolled her eyes at him, moving back to her job, mumbling something about the Green Arrow not being particularly attentive. It was just something he was just going to have to get used to eventually. Now he wasn't just the billionaire that ignored people; he was the vigilante hero that didn't have the time of day for other people.
Once he exited the coffee shop he dropped the drink into the trash-can. He could imagine the gossip column now with an exposé on how the Green Arrow wasn't 'Pro a Green-Earth'. He felt like he didn't have a choice, because he was confident there something going on across the way. He moved toward the side alley while he looked over the other building, trying to figure out if he would be better-off going in the back entrance or through the roof access.
When he was in the middle of the street the entrance to the jewelry store opened as a woman rushed out onto the sidewalk with her arms raised up. His instincts kicked in as he moved toward her, hoping to secure the hostage and get her to safety.
“I'M ENGAGED!!!!”
The public outcry from the woman made Oliver stop in his tracks. His head canted to the side as he watched her run toward him. It hadn't been long at all before she was jumping and hugging him. He was still a bit confused as he let it all register, maybe because he was being jostled by the over-excited girl, but still...
“Well, aren't you going to congratulate me??”
With a chuckle, he nodded. “Congratulations.”
The girl squealed again before turning back to head into the shop where her soon-to-be husband was waiting for her. Turning around, he headed back toward the coffee shop, suddenly wishing he hadn't thrown out his order. Oliver walked up to the the barista, looking to win her over with a smile. “Yeah, I'm gonna need another Tall Toffee Latte... to go.”
