If a person is white and they consider themselves American they'd say they were non-hispanic. If that same person was white and considered themselves from Spain they'd probably so they were Spanish.

I've always been told to put racial categories first. That used to be the only category available; the ethnicity breakout is fairly new. You used to just put "White - Non-Hispanic" and "White-Of-Hispanic-Origin/Hispanic," but then Hispanic got booted out of the race category since you can also be Black and consider yourself to be of Hispanic origin.
How about putting the race category first, then have the ethnicity category read "Of Hispanic/Latino Origin" and "Not of Hispanic/Latino Origin."
