Alien Species Scanner from The End of the World ; the tree woman scanned The Doctor with it. Maybe it gives you one of more extra damage because it informs you about your opponent, but only for your first attack or something? idk.
The Cyber Controller, raises Cybermen stats a bit when in play.
The clockwork mouse from The Doctor's Daughter. Distraction only to weak opponents.
The power cell from Rise of the Cybermen/Age of Steel. After a couple turns it gives some counters or something; a few turns because it needs to charge. Whether it needs the TARDIS in play or not is up to you.

Nope I love the suggestions! absolutely love them! and if you know more about Sarah Jane, Sonic Lipstick, and K9 I'd love to know. I've wanted to make them for a while but I just don't know enough ^_^
Well I've watched SJA, but I don't really have any ideas for cards. I don't know for her lipstick at the moment.
Sarah Jane: Goodbye, if the Doctor is in play, you can return her to your deck. xP Investigative Reporting, umm...I don't know what the effect would be. x)
K9: Maximum Defense Mode as an attack. hehe, Time Lord Upgrade, if Doctor is in play he can be healed. :p
A counter card to K9 could be one of a Blackhole; he's trying to keep one under control which is why he's only seen a couple times on SJA. If the card is used, K9 gets sent back to the deck. It could also suck up a land of the player's choice & send it to the graveyard maybe. :p
Sarah also has a scanner watch which I guess could work like the scanner from The End of the Earth.
I still don't know what to do for the sonic lipstick. Call a move Useless Lipstick, but I don't know what it does.
Bad Wolf Rose? If not already in play, search deck for the first Doctor you find. Doctor also has a boost while BW Rose is in play; higher than regular Rose is my feeling. Bad Wolf Rose attack: Erased, Erased from Existence, idk. Thinking game-wise, is it fair that one move can kill a creature? That's my thinking, if not, a move that hurts multiple creatures. She can only stay in play a couple rounds or she's sent to the graveyard. I'm now also thinking this could be a card that's played on Regular Rose; enchantment card? Oooh...another move...if the Doctor's in play, he can kiss her & return her to normal. If he isn't, then Rose will die. :x
We need a brainy specs card, but what would it do???
