Whoever made the ad, and whoever hired the company that made the ad, and whoever gave final approval to the end-product. Assuming they didn't try doing it themselves, which would be even more evidence that their critical faculties are not functional.
Well, I always have something to read while I'm watching the TV, and that's usually what I do when the ads are (interminably) on--but I don't turn the sound down, and my ears picked up that this was one I hadn't seen or heard before. I was a little curious as to which pharmaceutical's use was supposedly linked to pseudotumor cerebri, looked up, and saw the huge letters calling it psuedotumor cerebri.
And I note that the hyphen I used in my post was unnecessary. Oops. At least no one was paying me to spell it!
Dunno. This was the first I'd heard of it. I do see when I google that there are several drugs which have a known association with it in some patients.
On the other hand, obesity increases risk twenty-fold in some populations. I don't know that the TV-advertising-lawyers would be interested in weighing responsibility between several risk factors when some would provide them with scope for a lawsuit and others wouldn't necessarily.
