Toy breeds typically (though not always) are one person dogs so you may want to shy away from that group just to be on the safe side. There are, of course, exceptions to every rule when it comes to dogs but I wouldn't count on getting "lucky."
Some of the terrier breeds that fit within the weight limit require regular grooming (clipping/stripping hair and whatnot) so you need to take that into consideration if you want a low maintenance dog.

I am not generally fond of this site as they have the "designer breeds" listed as well but the information they have on purebreds is pretty good. Feel free to ask for more help if you need it. I would have recommended the Pembroke Welsh Corgi right off but they are 25-30 pounds (but they're short! They're just big boned lol). Of course I'm biased too ;) Oh and there are a couple more breeds, one of which is over your weight requirement (they are similar to Corgis, just less vocal) and the other does but they are fairly rare at the moment so kinda hard to get.
