Yes. But it's not surprising. He had such a flimsy grasp on loyalty to our nation to begin with.

I was Father's favorite. Zuko was a failure... My mother thought I was a monster.

Zuko spoke out of turn during a war meeting and Father permanently disfigured him.

If he had the sense to get out of the way, he would not have been scarred. Instead he dropped to his knees and ~begged~ Father to forgive him.
