Indian men can't use regular condoms
An Indian study indicates that 60% of Indian men have penises smaller than international sizing standards for condoms. Up to 3-5cm shorter than easily available condom sizes, so this means that more catered condoms will need to be made available. Most Indian men can get condoms to fit them by going to the pharmacy, but they're just too embarrassed to do it. The solution, then, would be to set up vending machines all around India to dispense all different sizes.
