Neoprene socks
I made a pair of neoprene socks that fit comfortably over my heavy wool socks. Everything I'd used prior to this fit too tightly over warm socks so that the extra insulation was compressed as well as causing me to lose some circulation. Once I seal them they should be completely water tight as well.
