Actually it makes perfect sense to me.

Halloween is celebrated on Oct 31.
Pagans in the northern Hemisphere celebrate Samhain (Shadowfest) on Oct 31, while southern hemisphere pagans celebrate on on May 1st/April 30.

Samhain is the pagan New Year, Hence Halloween=New year wish.
