Well, I wouldn't be too sure how but if you google, this link pops up and you can check. This is for Yuucho, the Japan Post Bank, but you can also apply to UFJ and Mizuho (if you've at least lived in Japan for 6 months already).

If they don't speak English, try to being along a translator to help you. Just one of your friends/colleagues working with you. ...Worst comes to the worst, just head to one of Tokyo's huge banks that offers English-speaking staff and apply there.
