For Photoshop 7 or 8.
I'll remove all anyonymus comments - I do appreciate cricism, but from people, not from ghosts (;

1.  sharpen the image, than blur the skin and sharp (using blur and sharpen tools) the area around her eyes and her lips, but NOT TOO MUCH, the image is already sharpened and blured a little. 


2. Than duplicate it and set the layer on the top to soft light 100%. 


3. Create new layer and fill it with #8AC3B8, set overlay, 50%


4. Create another layer, fill it with #771324, lighten 60%


5. Finally, add this texture on the top and set lighten 100%

6. In the end add some brushes or text, and there you go:
